Catalyst-Seal

After setup_finalize a Catalyst application is frozen: the class tree, the
configuration, the action table and the attribute layouts all stop changing.
Catalyst goes on re-deriving those facts from the metaobject protocol on every
request. Catalyst::Seal makes one pass at the end of setup() and compiles the
frozen facts into constant form.

No other application change. CATALYST_SEAL=0 turns it off, CATALYST_SEAL_DEBUG=1
reports what was sealed and what was skipped.

Several patches here are a copy of a Catalyst subroutine with one thing changed,
so this release is written against the Catalyst named in Changes. Where a patch
can tell at runtime that what it assumed has stopped holding, it declines and
records a note; it does not check the Catalyst version for you.
